Prior to the emergence of His Excellency, Dr. Ahmad Aliyu Sokoto, FCNA, as the Governor of Sokoto State in May 29, 2023, he came with a vision to transform the State with a 9-Point Smart Agenda. This was designed to lift Sokoto to higher grounds. His target was to install the right infrastructure that can spur visible and measurable improvements in the key social and economic areas, like education, healthcare, agriculture, water supply, security, youth empowerment, local government autonomy and religious affairs.

In two years of his assumption of office, he has changed the narrative in Sokoto State, having done much towards the transformation of the state. Prior to his election as governor, Sokoto metropolis was in total darkness, being indebted to the Power Distribution Company. Also, the streets, government offices and even the Government House were overflowing with garbage.

To resolve the electricity challenge, he sought an emergency intervention with all stakeholders and power distribution company to restore electricity to the Government House, state water board, educational institutions, health and other public service institutions that were hitherto disconnected due to accumulated debt. The issue was resolved and problem solved.

Outside solving the electricity problem, Governor Ahmad. Aliyu Sokoto has completed more than 180 projects in various sectors. In road construction, more than 136 township roads have been completed. It is well noted that one of the rural roads was commissioned recently by Kogi State Governor, His Excellency, Ahmed Usman Ododo ( Gand-Gohitto-Mali-Fako-Road) in Silame Local Government Area of Sokoto State, while 40 other road projects are ongoing in various parts of the state.

Solar-powered street lights have also been installed; lighting up the night, improving safety and bringing pleasure to the residents of Sokoto metropolis and across the 23 local government headquarters of the state. He has also given housing a boost with over 1700 housing  units under construction. .

Under his watch, the education sector in the state has received substantial attention with the massive renovation of existing facilities and development of new ones, provision of instructional materials and timely payment of external examinations fees for the students, among others.

To showcase the importance Governor Ahmad Aliyu Sokoto attaches to education, 25 per cent of the 2025 budget was allocated to the sector, surpassing some of the international benchmark recommendations for effective funding of education in developing countries.

In the health sector, primary health centres have been renovated and made functional since 2023. New general hospitals are being built, in addition to several other commendable health initiatives, including sustained immunization and free maternity care for pregnant women.

Sokoto state currently runs one of the most down-to-earth social welfare programmes, with the state government raising monthly cash transfers to persons living with disabilities to N10,000 per beneficiary, while also making cash allocations to mosques for their upkeep.

In the transport sector, the governor has taken measures to cushion the effect of the removal of fuel subsidy by purchasing of buses for intra and inter state  transportation at subsidised rates. Motorcycles and tricycles were also provided and resold  to beneficiaries at highly subsidized rate.

Security sector has received a boost with the donation of 130 rugged patrol vehicles, building of military base, provision of logistics and establishment of a community guard corps to help the federal security forces with intelligence gathering.

The magnitude of what Governor Ahmad Aliyu has done in two years will best be appreciated when you look at his giant strides, sector-by-sector below. EXCERPTS:

 

 

AGRICULTURAL SECTOR

In the Agricultural sector, Governor Ahmad Aliyu Sokoto, recognises the vital role of food production, and the values it plays in the socio-economic wellbeing of the citizenry. This prompted the state government to purchase food items worth billions of Naira and distributed same to the populace, free of charge to cushion the effects of subsidy removal. These include, rice, millet and maize among other essential commodities.

In this vein, his administration provided no fewer than 1,600 hectares of irrigation farmland in conjunction with ATASP1 and World Bank SPIN projects where the state government paid its counterpart funding running into hundreds of millions of Naira. Also, Governor Aliyu has approved the procurement of no fewer than 250 tractors with implements in order to boost mechanized farming in the state.

As a routine, the annual dry and wet season farming were supported with fertilizer, implements, seeds, and seedlings as well as pesticides and herbicides worth billions of Naira, distributed to farmers free of charge. A total  number of 53,000 farmers, under a special scheme, were supported with requisite tools for various farming activities.

During the period under review, special attention was given to the internally Displaced Persons, IDPs where government procured and distributed food items to them, worth hundreds of millions of Naira.

 

CIVIL SERVICE REFORMS AND WELFARE

Governor Ahmad Aliyu of Sokoto State has not only ensured the regular and timely payment of salaries and pensions, but has also taken decisive steps to clear the backlog of accumulated gratuities left unpaid by his predecessor.

To address this, Governor Aliyu did not mind the squandering of resources given to the immediate past administration to settle outstanding pensions and gratuities.

Within the shortest time, the Governor initiated the payment of over N14 billion in outstanding gratuities, starting with an initial disbursement of N4 Billion, followed by a structured monthly payment of N500 million. In addition, he has introduced a proactive measure by allocating another N300 million monthly for gratuities of officers retiring during his tenure.

These payments are running concurrently, ensuring that no outstanding gratuity debts remain at the end of his administration. This commitment underscores his administration’s dedication to the welfare of Sokoto State’s civil servants and retirees.

It is also common knowledge that Governor Ahmad Aliyu is among the first set of State Governors to pay the New National Minimum Wage of N70,000 to all categories of Staff, the State Civil Servants and those of Local Governments as well as Primary School Teachers. This has been widely acclaimed and celebrated.

ECONOMIC EMPOWERMENT

INITIATIVES

Governor Ahmed Aliyu’s administration has made significant strides in economic empowerment through various impactful initiatives which include :

• Affordable Motorcycles and Tricycles – The procurement of 1,000 motorcycles and 500 tricycles (electric and petrol-powered) at subsidized rates aimed at improving mobility and creating income opportunities.

• Humanitarian Aid – A donation of N20 Million and four truckloads of grains to the people of Isa LGA affected by Banditry.

• Grinding machines to women to promote self-reliance and economic participation.

• Continued Disability Allowances – Monthly financial support for individuals with disabilities across all 23 LGAs remains a priority.

• Food Security Support – In partnership with the Federal Government, 24,734 bags of rice were distributed to vulnerable groups, including the physically challenged and the needy free of charge.

• Business Development Through NG – CARES – The launch of NG-CARES aims to support businesses, drive commercial activities, and position Sokoto as a regional economic hub.

• New Beneficiary Enrolment & Funding – A fresh enrolment of 14,000 beneficiaries, backed by over N2.5 billion to strengthen economic empowerment efforts.

• Investment in Education – Renovation of Helele Model Primary School, supported by the NG-CARESS Project and World Bank assistance, underscores a commitment to quality education.

• Agricultural Enhancement – Under NG-CARES, farming inputs and equipment were distributed to 1,180 farmers, including youths and women, boosting agricultural productivity.

These initiatives have collectively highlighted Governor Ahmed Aliyu’s dedication to economic growth, social welfare, and long-term prosperity for the people of Sokoto State.

EDUCATION SECTOR

In line with the vision of Governor Ahmad Aliyu Sokoto, the Sokoto State Government has made remarkable strides in the education sector, through transformative investments and policy reforms.

In Basic Education: The Infrastructure and Access have been well-improved. Through the State Universal Basic Education Board (SUBEB), over 170 blocks of classrooms and toilet facilities have been constructed across basic schools. Notable examples include:

• Karfen Chana Primary School

• Kiri Sallamawa Primary School, Gada LGA

• JSS Margai, Kebbe LGA

• IDP Camp Primary Schoo, Goronyo

• Gyal-Gyal JSS, Wurno LGA

• Bada-Bada Primary School, Kware LGA among others.

In addition, 79 dilapidated school structures were renovated and fenced across the state. These include:

• Inname Primary School in Binji Local Government

• Asara Primary School, Gwadabawa LGA

• JSS Labani, Silame LGA

• Maitandu Primary School, Isa LGA and a host of others.

Similarly, instructional materials and classroom furniture were also provided to ensure a conducive learning environment.

Other intervention projects under SUBEB include:

• Construction of 63 blocks of 3 classrooms with office, stores and veranda.

• Construction of 37 blocks of 2 classrooms with office children’s restroom, and veranda.

• Renovation of 97 blocks of 2, 3, and 4 classrooms.

• Drilling and reticulation of 16 productive boreholes with 2,000 litres PVC tanks.

• Construction of 101 four-compartment toilet blocks.

• Procurement and distribution of 21,922 HDF double-seater iron/wooden desks.

These projects are designed to enhance access to quality education, particularly in rural and underserved communities.

Boosting Enrolment in Girls’ Education

As a result of these initiatives school enrolment has increased significantly. Since 2023, over 800,000 children have been enrolled, which has drastically increased girls’ enrolment in primary schools, underscoring the state’s commitment to promoting gender equality in education.

In Secondary Education: Operational Support and Oversight top most priority; The Government has taken some far-reaching initiatives to improve the quality of education which include regular inspection visits to Schools, ensuring the conduct of Morning Assemblies and Stakeholder engagement meetings.

These are developments unknown during the life of the PDP administration in spite of their so-called declaration of emergency on education.

Major Secondary Schools Renovation

The state government has embarked the renovation and rehabilitation of 11 major secondary schools, including:

• Sultan Muhammadu Maccido Institute

• Sultan Abubakar College

• Sokoto Teachers College

• Government Girls Unity Secondary School, Bodinga among others

In addition, a monthly operational imprest of N200,000 has been introduced for all secondary school principals beginning from January this year.

Institutional Reforms and Policy Development

To improve internal efficiency and governance:

An Action Plan Framework was introduced for all departments and parastatals.

The Academic Planning Board – The state’s highest policy advisory body on education – was revived. A regulatory framework for private schools was developed to ensure compliance with quality standards and improve revenue generation through transparent registration and monitoring.

These wide-ranging interventions reflect the unwavering commitment of Governor Ahmad Aliyu’s administration to transforming the education sector and investing in the future of Sokoto State.

By improving infrastructure, promoting access, and strengthening oversight, we are building a solid foundation for inclusive and quality education for all.

SCIENCE AND TECHNOLOGY

SECTOR

Projects executed under the administration of Governor Ahmad Aliyu Sokoto, PhD., FCNA under the ministry of Science and Technology include the following:

• Renovation of GSSS Yabo

• Renovation of the Nagarta College Sokoto

• Renovation of GGC Sokoto

• Renovation of Science laboratory and ICT Center at GTC R/Sambo

HIGHER EDUCATION SECTOR

Governor Ahmad Aliyu, has displayed commendable leadership and commitment to the development of higher education in Sokoto State. Through the strategic investments, infrastructure development, and robust educational reforms, several milestones were achieved, enhancing the quality and accessibility of education in state-owned tertiary institutions.

• Institutional Strengthening and Accreditation

One of the key achievements was the funding and support for the accreditation of academic programs at Shehu Shagari College of Education (SSCOE) and Sokoto State University (SSU). In a bid to elevate the academic standards and institutional credibility, Governor Ahmad Aliyu ensured the production of over 10,000 NCE certificates for SSCOE, empowering graduates to pursue higher education.

This effort was accompanied by the release of funds for the procurement and distribution of JAMB/DE forms and the first-ever Pre-Jamb training for prospective students in Sokoto State 

• Infrastructure  Development

The restoration of electricity supply and repair of water pump systems at all state-owned tertiary institutions were prioritized to ensure conducive learning environment.

Additionally, several contracts were approved for the renovation of structures damaged by rain and windstorms, including hostels, classrooms, and university buildings. 1 400 x 500 m land extension was also secured for SSCOE to accommodate growing student numbers and future development.

Furthermore, significant steps were taken to improve the physical infrastructure of Sokoto’s tertiary institutions, with beautification projects at Umaru Ali Shinkafi Polytechnic and the construction of VIP pit latrines at strategic locations for improved sanitation.

• Academic Support and Student Welfare

Governor Ahmad Aliyu administration has placed significant emphasis on supporting students through various scholarships and welfare programs. Funds were released for the payment of tuition fees for 34 medical students at Sudan International University, as well as registration fees for students at Usmanu Danfodiyo University, Sokoto, and various law schools. Special support was extended to the relocated Ukraine medical students, covering their tuition, and accommodation, and feeding costs at Baze University in Abuja. Additionally, the payment of JAMB/UMTE fees for students and funding for convocation ceremonies at key institutions, has further reflected the administration’s commitment to student success.

• Capital Building and institutional Support

The administration supported capacity building for academic staff through extensive ICT training programs across all tertiary institutions in Sokoto State. In line with improving institutional governance, funds were disbursed to provide direct support for tertiary institutions.

• Strategic Partnerships and Support to Tertiary Institutions

In additional to infrastructure and academic support, Governor Aliyu further strengthened partnerships with international institutions. For instance, scholarships and funds were released for visa renewals for Sokoto State students studying in India, ensuring their continued education. There were also efforts to verify and clear outstanding liabilities across various institutions, both locally and internationally.

POWER SECTOR

Energy Supply and Electrification Projects

In a bold move to revitalize industries and improve electricity access, the administration of Governor Ahmed Aliyu has taken significant steps to enhance energy supply across Sokoto State.

One of the key projects is the completion of the inherited Independent Power Plant (IPP) at a cost of N950 million. This project will play a crucial role in reviving collapsed industries, boosting economic activities, and attracting investments into the state.

Additionally, in a strong demonstration of his commitment to improving the quality of life for residents, Governor Ahmed Aliyu has embarked on the reconnection of eight (8) local government areas in the Eastern Senatorial Zone that have been without electricity for nearly a decade.

This initiative aims to restore power supply, stimulate economic growth, and enhance social well-being in the affected communities.

By prioritizing energy infrastructure, the Sokoto State Government is laying the foundation for industrial revival, improved business operations, and better living conditions for its people.

ENVIROMENTAL SECTOR

In the Environmental Sector, the administration of Governor Ahmad Aliyu, in Collaboration with ACRESAL (a World Bank Assisted Project), has embarked on the Rehabilitation of the famous Wurno Irrigation Scheme. While recently contract has been signed for the reconstruction of  Lugu Dam (also in Wurno local Govern area) another major Project intended to boost food production, fight poverty and unemployment.

It is gratifying to note that the partnership between the Sokoto State Government and the World Bank has facilitated the establishment of a 40 Kilometer Shelter Belt to ward off desertification and land degradation.

As part of these arrangements, 23 Solar Boreholes have been built to water the Shelter Belt as well as provide a source of potable water to the surrounding inhabitants.

The ACRESAL Partnership has also built Market Stalls  as another aspect of their environmental mandate.

The Ministry of Environment is also partnering in the training of Youths and Women in the conversion of  Waste to  Wealth, so as to save the environment and improve the economic lives of our people.

 

HEALTH SECTOR

Governor Ahmad Aliyu Sokoto’s administration has made significant strides in improving healthcare delivery, focusing on maternal and child health, disease control, and workforce expansion to ensure quality medical services across the state.

Key Achievement in Healthcare:

• Sustained Health Education & Disease Control: The government has continued health education campaigns, immunization programs, and disease control initiatives to improve public health and prevent outbreaks.

• Free Medical Care for Children and Pregnant Women. Pregnant mothers and children across Sokoto State receive free tmedical care, reducing maternal and child mortality rates while ensuring access to essential health service.

• Recruitment of  additional Nurses & Midwives: To strengthen healthcare delivery, 800 nurses and midwives have been recruited across various health facilities in the state, addressing manpower shortages in hospitals and clinics.

• Provision of Medical equipment in all the health facilities in the state.

• Purchase of Nine Ultra sound machines for Nine general hospitals across the state.

• Construction and repairs of solar boreholes in health facilities, Government House, Silame, Gudu, Tangaza, Gwadabawa, Kware and Wamakko.

• Repairs of Nine ambulances at Government House, Yabo, Shagari, Bodinga, Kware, Gwadabawa, Gada and Tangaza.

• Procurement of Three State of the Art Xray Machines in Three Senatorial Districts.

• Purchase of 270 Mattresses and Drip stands for distribution to 16 General Hospitals across the state.

• Supply of essential Drugs to all Primary Health Care centres across the 23 local government areas.

• Renovation of newly established Amenity Ward at Orthopedic Hospital Wamakko, Sokoto State.

RELIGIOUS AFFAIRS

The position of Sokoto as the Seat of the Caliphate has been reinforced by Governor Ahmad Aliyu’s administration. He has not only built on the solid foundation of his political father Aliyu Magatakarda Wamakko, but has concretized it so much that it can never be uprooted from the political framework of Sokoto State.

Since coming to office, he has introduced monthly Cash Allocation to all the major Jumu’at Mosques in Sokoto based on their categories at N500,000, N400,000 and N300,000 per month. He has also introduced allowances for Imams, their assistants (Na’ibs) and the (Muazzims) who call people to prayer.

The Government has also re-established the State Hisbah Board, aimed at arresting the moral drift in the Society. Likewise, various training sessions were carried out for Imams and Muazzims; another very important program by the Sokoto State Government is the massive reconstruction and remodeling of 60 Jumu’at Mosques in the State. So far, about 12 of such Jumu’at Mosques have been completed and commissioned.

Arrangement are on by the Ahmad Aliyu Sokoto Administration to embark for total rehabilitation of Three Major Jumu’at Mosques of the Shehu Usman Danfodiyo, the Sultan Muhammadu Bello and the Sultan Abubakar III Jumu’at Mosques.

Perhaps the most spectacular performance of the Ahmed Aliyu administration, was during the 2025 Ramadan Fasting.

The Sokoto State government implemented a comprehensive Ramadan assistance program, providing food items and cash assistance to various beneficiaries across the state.

Each of the 90 Jumu’at mosque officials in Sokoto received donations of Grains consignment from Government and Cash ranging from N100,000 to N50,000.

Assistance to Ulama and Islamic Scholars

• 300 senor Ulamas and Islamic scholars received N200,000 each

• Another 100 scholars received N100,000 each.

Assistance to Islamic Organizations

• 150 Islamic organizations received N300,000 each.

Assistance to Ulamas from Each Ward

• 10 Ulama from each of the 244 Wards across the 23 local government Areas received N50,000 each.

Financial Assistance to Individuals

• Over 300 people received N20,000 each.

Distribution of Carpets

• 400,000 meters of carpets were distributed to 250 mosques

Ramadan Feeding Centres

• 155 complete centers and 300 small centers were established, benefiting 31,000 people per day.

HOUSING SECTOR

In his relentless efforts to provide shelter to the good people of Sokoto State, particularly low-income earners, Governor Ahmed Aliyu has purchased 136 Federal Housing units located at Kwannawa area. Former president Olusegun Obasanjo commissioned the Estate. Also, the administration has awarded the contract to construct 500 housing units at Wajeke Village in Wamakko local government. The housing units have now reached t advanced stage of completion. The present administration has also awarded contracts for the completion of 500 housing units at Gidan Salanke area initiated by former Governor Aliyu Magatakarda Wamakko. The housing units consist of 100 one-story building and 400 flats. Recently the state government laid foundation of additional 500 Housing units at New Sokoto City and also purchased another 100 housing units to boost the housing sector. These are few ou of the numerous interventions by the present administration has achieved in the housing sector within less than two years.

GENERAL SECURITY    

Despite the security challenges affecting some local government areas, particularly in the Eastern Senatorial District, Governor Ahmad Aliyu administration has taken decisive steps to combat banditry and enhance public safety.

Key Efforts include:

• Restoration and up ward reviewed of the monthly allowances given to security personnel attached to troubled areas.

• Construction of Military Base in Illela Local Government

• Operationalisation of Airforce base in Sokoto State through the provision of hangers and other necessary equipment at Sultan Abubakar III international airport.

• Provision of Motorcycles to DSS in the State

• Strengthening Security Operations: over 140 patrol vehicles have been procured and distributed to security agencies to boost their mobility and response capabilities.

• Establishing the Community Guards Corps: To complement the efforts of conventional security agencies, the government has set up the Community Guards Corps, equipped them with essential operational tools and logistics to strengthen local security networks.

Under this Newly established Community Guards Corps, the state government has provided several interventions which include: Arranging a Professional training Program for the 2600 Guards Crops members with all the necessary equipment and logistics.

Supply of 40 Hilux Vehicles 2022 model, with full insurance cover and about 700 Motorcycles were made available to ease mobility of the Community Guards Corps personnel.

The Government also built, equipped and furnished operational offices for the Community Guards Corps in all the 13 local governments affected by insecurity in the State. They were also fully armed for the execution of their assigned duties.

Positive impact on Affected Areas: These efforts have yielded significant results, with security personnel recording major successes in tackling criminal activities. This improvement is evident in the gradual restoration of social and economic activities across previously troubled areas.

•Addressing External Security Threats: The administration acknowledges that spill over effects from neighbouring states and the Republic of Niger continue to pose challenges.

However, proactive measures are being taken to mitigate these risks. Governor Ahmad Aliyu remains deeply grateful for the sacrifices of our gallant security personnel and the unwavering support of patriotic community members who provide crucial intelligence.

Their dedication has been instrumental in achieving these security gains. The administration remains committed to strengthening security efforts to ensure lasting peace and stability in Sokoto State.

 

SOCIAL WELFARE

Governor Ahmad Aliyu Sokoto has demonstrated a strong commitment to social welfare and youth empowerment, particularly in improving the lives of people with disabilities. These include the followings;

Restoration and increase of Monthly Allowances: The administration has reinstated the monthly stipend for people with disabilities, which had been discontinued by the previous government. Not only has Governor Ahmad Aliyu restored the payment, but he has also increased the monthly allowance from N6,500 to N10,000 per beneficiary.

Expanding Beneficiary Coverage: The government plans to increase the number of beneficiaries from the current 6,679 to 10,000, ensuring broader support for persons with disabilities across the state.

Provision of Mobility Aids: In fulfilment of his earlier promise, Governor Ahmad Aliyu has supplied 500 hand cycles for distribution across all 23 LGAs of Sokoto State. Additionally, another 500 hand cycles are set to be delivered soon, further improving mobility for people living with disabilities.

Special Training Programs: The administration is working on a comprehensive special training program tailored for persons with disabilities, equipping them with essential skills for self-reliance and empowerment.

Repositioning for Inclusive Development: Efforts are underway to restructure and strengthen government programs that supports persons with disabilities, ensuring a more inclusive and sustainable approach to social welfare.

Governor Ahmad Aliyu’s administration has also completed the total renovation of Sokoto Remand Home, for the purpose of rehabilitating juvenile offenders and the Construction of 100 Housing Units now completed at Illela Local Government Area in collaboration with United Nations Development Programme (UNDP) for internally displaced persons affected by last year’s flood disaster.

WATER SUPPLY

Under the visionary leadership of Governor Ahmad Aliyu, Sokoto State has made significant strides towards solving water scarcity challenges inherited, now a key priority in his nine-point agenda. The state government is adopting two major approaches to address water shortages, benefiting both urban and rural population across Sokoto State.

• 40 million Gallons daily Water Project: Sokoto has for long struggled with limited access to clean and safe water, and the ongoing 40 million gallons daily water project is a major step forward, in solving this issue.

Initially started during the administration of Alhaji (Dr) Aliyu Magatarkada Wamakko but abandoned by the previous government, Governor Ahmad Aliyu’s administration has revived and accelerated the project’s completion.

The initiative is expected to serve millions of residents in Sokoto Metropolis and surrounding areas.

The project, spanning six strategic locations, includes:

• Old Airport, Mana, Tamaje, Gagi: Four sites each with 3 million gallons capacity, totalling 12 million gallons.

• Rugga Liman: The largest site, with a 20 million gallons capacity.

• Runjin Sambo: A site with an 8 million gallons

As of now, the Tamaje and Old Airport schemes have been completed and commissioned by the Governor of Yobe State, Alhaji Mai Mala Buni.

This ambitious initiative will provide reliable access to clean water, improving public health and overall quality of life, as well as meeting the growing needs of Sokoto’s expanding population.

• Boreholes’ Renovation Project: Additionally, the Sokoto State government is revitalizing 19 key boreholes across some metropolitan local government areas such as Sokoto North, Sokoto South, Kware, and Dange/Shuni. These boreholes, many of which have been out of service for years, are now being renovated and upgraded with modern technologies, including solar-powered pumps and advanced filtration systems. This project aims to ensure reliable and sustainable access to clean water for local communities.

Currently, the renovations are over 80% completed, and communities that have long struggled with unreliable water sources are eagerly awaiting the final stages.

WOMEN EMPOWERMENT

The government of Ahmed Aliyu administration has trained over 500 women in different skills and given them starter packs and cash grant to become self-reliant.

Another set of 400 rural women were trained in the use of animal waste to generate biogas and were given biogas machines to improve their economic situation, while 9000 women benefited from the NG-Cares Cash transfer program.

The sum of N50,000 was given to 150 VVF patients each in order to integrate them into the society, while 3,200 women were given food assistance to ease the current hardship in the society, also, 3500 female remnants of the CCT program of the last administration were paid off.
